Find the correct embassy or consulate in Turkey
Mission addresses, appointment systems, emergency numbers and areas of responsibility can change. For that reason, this page does not reproduce a static telephone list. Search the Turkish Ministry of Foreign Affairs list of diplomatic missions in Türkiye or the Ministry’s current diplomatic mission directory, and then verify the details on the official website of the relevant country’s mission.
Before making contact, identify the person’s nationality, exact location and the authority currently dealing with the matter. A consular district may determine whether the competent office is an embassy in Ankara, a consulate general in another city or a different accredited mission. An honorary consulate may have more limited functions and emergency capacity than an embassy or career consulate.

What embassies and consulates can and cannot do
Consular functions differ by nationality, mission and circumstances. In general, a competent mission may communicate with its national, provide information about local lawyers or procedures, help establish contact with relatives, issue or replace eligible travel documents, perform certain notarial or civil-status functions and monitor the welfare of a detained national within Turkish law and applicable treaties.
A consular post is not a Turkish court, prosecutor, prison administration or immigration authority. It ordinarily cannot dismiss charges, order release, revoke deportation, direct a judge, pay private legal fees, replace a lawyer, give the national preferential treatment or exempt a document from Turkish legal formalities. Consular assistance should therefore be coordinated with the appropriate Turkish legal and administrative steps.
Arrest and detention: the Article 36 notification framework
Article 36 of the Vienna Convention on Consular Relations addresses communication with nationals who are arrested, committed to prison, placed in custody pending trial or otherwise detained. If the person requests it, the competent authorities must inform the consular post without delay and forward communications; the person must also be informed of the relevant rights. Consular officers may visit, correspond with and arrange legal representation for their nationals, subject to the receiving state’s laws. They must refrain from acting where the national expressly opposes consular action.
Nationality must be stated accurately. Dual nationality and refugee or protection circumstances may require a more careful assessment before contact. Consular notification does not replace the right to counsel, the right to an interpreter, the review of custody or detention, or any Turkish filing deadline. Foreign nationals in Turkish prisons
When a relative is believed to be in a Turkish prison, first establish the exact institution and whether the person is detained pending trial or serving a final sentence. Similar names, transfers and incomplete media reports frequently cause delay. Prepare the person’s full passport identity, date of birth, nationality, Turkish foreigner number if known, court, prosecution or execution-office file number, and last confirmed location. The General Directorate of Prisons and Detention Houses’ official information on foreign prisoners and consular visits should be checked together with the institution’s current rules. A mission may request consular access within the applicable framework, but visit approval, communication, money, parcels and document delivery remain subject to Turkish legislation and institutional procedures. A lawyer’s confidential professional visit and a consular visit are legally different.
For an urgent first review, do not send only a prison name. Obtain the arrest record, detention order, indictment or judgment, hearing date and lawyer information if available. The legal response depends on whether the issue concerns pre-trial detention, appeal, sentence calculation, transfer, health, prison conditions, communication or deportation after release.
Removal centres and immigration detention
A removal centre is not a criminal prison, even where the person also has a criminal file. Administrative detention, removal, entry restrictions and criminal proceedings may run in parallel and have different authorities and remedies. The written detention and removal decisions, notification records and monthly reviews should be obtained immediately.
Relatives may contact the relevant consular post to establish nationality and seek consular assistance, but a consular request does not suspend a Turkish deadline or automatically end detention. Lost or stolen passport in Türkiye
Report theft or loss to the appropriate local authority where required, retain the report number and contact the passport holder’s official embassy or consulate. The mission will determine whether it can issue an emergency travel document or replacement and what identity, photo, fee and travel evidence is required. Do not rely on an unofficial agency or a telephone number copied from an old directory.
A replacement travel document does not by itself resolve an expired residence permit, overstay, entry ban, criminal travel restriction or pending court order. If a Turkish legal or immigration file exists, obtain separate advice before booking departure or signing a statement.
Hospitalisation, accident, disappearance or death
In a serious accident or hospitalisation, identify the hospital, police or prosecution unit, report number and authorised contact person. A consulate may assist with communication and national documentation, while Turkish authorities retain responsibility for the official investigation and records. Medical confidentiality and consent rules still apply.
After a death, the death record, cause-of-death or investigation documents, release and transport of remains, insurance and estate steps may involve different authorities. Power of attorney issued abroad
A foreign client often does not need to travel to Türkiye merely to begin a document review. If representation is required, a power of attorney may be issued at a Turkish consulate or, depending on the issuing country and intended transaction, before a competent foreign notary or public authority. The wording must match the actual procedure: litigation, criminal defence, inheritance, company, banking, land-registry and sale powers may require different statements, photographs or special authority. The Turkish Ministry of Foreign Affairs’ official consular procedure portal should be used to review current appointment and document requirements. Its guidance indicates that powers of attorney at Turkish consulates require personal attendance and addresses foreign private individuals, language/interpreter and identity requirements. Confirm the proposed text with the receiving lawyer or authority before the appointment; correcting an insufficient or unnecessarily broad instrument later can require a second appointment.
Apostille, legalisation and Turkish translation
An apostille is not universally required and does not prove that the underlying statement is true. It authenticates the origin of a public document within the Hague Apostille Convention framework. If the relevant convention route does not apply, a legalisation chain or consular certification may be required. Even an apostilled document may still need a sworn Turkish translation, notarisation or a form acceptable to the Turkish court, land registry, bank, trade registry or other receiving institution. Ask the receiving authority what it needs before paying for translation, certification and courier services.

Can my embassy get me out of detention?
No embassy can order a Turkish authority or court to release a person. Consular officers may communicate, visit under the applicable framework, monitor welfare and help arrange legal representation, while release or review is handled through Turkish procedures.
Do Turkish authorities have to notify my consulate?
Article 36 of the Vienna Convention provides a request-based notification and communication framework and requires the detained person to be informed of the relevant rights. Nationality, treaty application and the person’s wishes should be recorded accurately.
Can a consulate act as my lawyer?
No. Consular assistance and Turkish legal representation are different. A lawyer advises on the Turkish file, obtains records where authorised and uses available remedies; no result can be guaranteed.
Can a lawyer represent me without travelling to Turkey?
Many preliminary reviews and numerous civil, commercial, inheritance and property steps can be handled remotely under suitable authority. Criminal, immigration, identity, interview or transaction-specific stages may require personal attendance.
Can I issue a power of attorney at a Turkish consulate?
Often yes, subject to the consulate’s appointment, identity, language and transaction requirements. Ask the Turkish lawyer or receiving authority to check the wording before the appointment.
Can I use a foreign-notary power of attorney in Türkiye?
Often it is possible, but apostille or legalisation, sworn Turkish translation, notarisation and special wording may be required. The issuing country, document and intended Turkish transaction must be checked together.
Is an apostille always required?
No. Convention status, reservations or objections, document type, issuing authority and the Turkish receiving body all matter. Some documents follow a different treaty, legalisation or exemption route.

Operational plan for an embassy or consular emergency in Turkey
A consular problem is easier to manage when the legal, identity and practical workstreams are separated at the start. The first record should identify the person by the spelling shown in the passport, nationality, date of birth, current location, a reachable contact and the event that created the emergency. It should also state whether the concern involves arrest, hospitalization, death, a missing person, a lost passport, a child, domestic violence, a commercial dispute or a routine notarisation request. These situations are not handled by the same Turkish authority, and a consulate cannot replace the police, prosecutor, court, hospital, immigration authority, notary or local lawyer.
Build a verified contact record before sending documents
Use the official mission directory maintained by the Turkish Ministry of Foreign Affairs and the mission's own official website. Record the mission name, city, telephone number, emergency line, email address, office hours and the date on which the details were checked. Do not rely only on a map listing, social-media account or an old PDF. If the person is outside the mission's district, ask which embassy or consulate is competent. Keep a short call log showing the time, number called, person spoken to and next action. This avoids repeated calls and gives the family, company and lawyer one consistent record.
Prepare a minimum emergency document pack
- Passport identity page and, where relevant, residence or work permit details.
- A one-page chronology with locations, dates, authorities and reference numbers.
- Any police, prosecutor, court, prison, hospital or immigration document already received.
- The name and contact details of the Turkish lawyer, family representative and consular officer.
- A written list of urgent needs, such as medication, interpretation, family notification or a travel document.
- Authorisation documents only after the receiving authority confirms the required form.
Send only the documents needed for the stated purpose. Passport copies, health records and criminal case papers contain sensitive personal data. Confirm the recipient and email domain, use a clear subject line and avoid circulating the same bundle to unnecessary recipients. Passwords, banking credentials and unrelated family records should never be included. If a translation is required, preserve the original and identify who prepared the translation.
Separate consular assistance from legal representation
A consular officer may help verify nationality, communicate within the mission's mandate, provide general information, visit a detained national where the rules allow and assist with travel documents. The officer does not decide release, cancel a deportation measure, direct a prosecutor, represent the person in a Turkish court or guarantee access to a particular institution. A Turkish lawyer analyses the file, obtains documents where authorised, makes procedural applications and represents the client within Turkish law. Keeping these roles separate prevents missed legal remedies while everyone assumes another institution is handling them.
Detention, prison and immigration cases require separate location checks
Police custody, a courthouse holding area, a prison and a removal centre are different institutions. A family should not travel until the current institution is confirmed. Provide the passport name, possible location, date and authority involved to the lawyer and consulate. Ask which written decision exists, whether an interpreter was used, whether medication or vulnerability information has been recorded and when the next review or hearing may occur. Criminal release does not automatically resolve an immigration measure, and an immigration decision does not decide the criminal allegation.
Lost passport and urgent travel-document workflow
First make any police report required for the circumstances and preserve the report number. Then check the mission's current identity, photograph, appointment and fee requirements. A replacement passport, emergency travel document and permission to remain or depart from Turkey are distinct questions. Overstay, residence status, an entry restriction or a pending court measure may require contact with a Turkish authority in addition to the consulate. Do not buy a non-refundable ticket until the document type and expected processing route are confirmed.
Power of attorney and document legalisation
Before a consular appointment, the Turkish recipient should confirm the exact transaction and draft the required authority. A general description may be insufficient for litigation, real-estate transfers, banking, inheritance or company acts. The signatory's capacity must also be checked when a company grants authority. Depending on the issuing country, document and destination, the route may involve a Turkish consulate, a local authority, an apostille, another form of legalisation and a Turkish translation. The Hague Convention status and any bilateral arrangement should be verified for the actual document rather than assumed.
Close the file with a written responsibility map
At the end of the first review, list each open task, the responsible person, the official destination, the document needed and the next check date. The list should distinguish consular communication, Turkish legal procedure, family support, medical needs, travel arrangements and translation. Record what has been confirmed and what remains an assumption. This simple responsibility map is especially valuable when the family is abroad, the incident occurs outside office hours or several advisers are involved.
